Why this exists

Martyn's Law, officially the Terrorism (Protection of Premises) Act 2025, requires venues where 200 or more people may be present at the same time to have public protection procedures in place and to make sure their staff and volunteers know them. Nothing in the Act makes you prove that, but if the SIA asks, being able to show it helps. If your total capacity is 200–799, counting staff and volunteers, you're standard tier. That's what this tool covers. From 800 upwards, most venues are enhanced tier, which carries heavier duties. The government has been clear that none of this should need a consultant.

But if you run a pub or a community hall and you've never written a security procedure in your life, it's still a lot to work out on your own. That's why Standard Tier exists.

How it started

A family member runs a bar and needed to sort out Martyn's Law. He didn't know what was actually required of him, so we built a tool that walked him through it.

He passed it to a friend who runs a live music venue. That friend passed it on to someone else. Turns out a lot of independent venue managers needed exactly this kind of thing.

What the tool does

   Answer questions about your venue

   Layout, exits, capacity, and what you already do for safety. About ten minutes, and you don't need to know any of the law first.

   Get your procedures document

   The tool drafts your public protection procedures against the latest guidance: evacuation, invacuation, lockdown, and how you'll communicate. You review it and change anything that doesn't fit your building.

   Train your staff and volunteers by QR code

   They scan it on their phones, watch a short video, take a quiz, then read your document and answer a few questions on each section. Every completion is logged, so your audit trail builds itself.

That's it. No consultants, no expensive security assessments, no physical alterations to your building. Just the procedures and training the law actually requires. Responsibility for whether those procedures are adequate sits with you, not the tool, which is why you review the document before anyone trains on it.

Standard Tier is for the venues that need it most: the ones where the manager is also the one dealing with suppliers, rotas, and everything else.

The pricing reflects that. One flat monthly fee per venue covers your procedures document, training for every staff member and volunteer, and the audit trail. Typically less than a single consultation would cost.

Is Standard Tier endorsed by the SIA or Home Office?

No, and neither is anyone else. The Home Office's official Martyn's Law myth buster puts it plainly:

‘The Home Office, the Security Industry Authority and the National Counter Terrorism Security Office do not endorse any third-party products offered by the private sector in respect of compliance with this legislation.’

So no provider can truthfully describe their product as official, approved, or government-backed. Including us.

The same document says compliance needs ‘no particular expertise nor the use of third-party products or services’. That's true, and we won't tell you otherwise. What Standard Tier saves you is time: we've read the guidance so you don't have to, and turned it into a set of questions, a finished procedures document, and training your staff and volunteers can do on their phones. Responsibility under the Act stays with you either way.
